Dans la nuit du vendredi 1er au samedi 2 août, aux environs de 23 heures, la commune de Yopougon a été le théâtre de graves violences urbaines. Un autobus de la SOTRA a été incendié et un véhicule intelligent de la Police nationale, appartenant à l’unité « Police Secours », a été pris pour cible et lourdement endommagé par une bande d’individus armés et cagoulés.
Face à cette situation préoccupante, le ministre de l’Intérieur et de la Sécurité, le Général Vagondo Diomandé, est intervenu ce dimanche 3 août sur le plateau de la télévision nationale (RTI1) pour livrer une déclaration officielle visant, selon ses mots, à « enlever tout doute dans l’esprit des concitoyens et des partenaires de la Côte d’Ivoire ».
Le ministre a révélé que « les forces de police et de gendarmerie, informées de ce qui se préparait dans notre pays depuis les annonces de certains partis politiques, et sur la base de renseignements crédibles et concordants, étaient prêtes et ont réagi promptement, ce qui a permis d’appréhender 11 individus à ce jour ».
Selon lui, ces actes visent clairement à « créer une psychose généralisée » à l’approche de l’élection présidentielle prévue dans quelques mois. Il a ajouté que des aveux filmés, recueillis en toute légalité, ont été diffusés sur les antennes de la RTI, confirmant les motivations et le mode opératoire des assaillants.
Vagondo Diomandé a tenu à rassurer : « Les forces de l’ordre ivoiriennes sont aujourd’hui organisées et bien formées. Elles disposent de moyens tant humains que matériels pour anticiper les événements ou les gérer dans le respect des droits de l’homme. »
Il a fermement rejeté toute allégation d’arrestations arbitraires, soulignant que « toutes les procédures en cours sont menées dans un cadre strictement judiciaire ». Rappelant qu’« depuis 2011, chaque dossier est traité dans le respect des lois et des pratiques d’un État de droit », il a assuré que « toutes les personnes mises en cause seront remises entre les mains de la justice ».
Dans une mise en garde sans équivoque, le ministre a adressé un message clair aux auteurs, complices et instigateurs :
« Le ministère tient à rassurer l’ensemble des populations du plein engagement des forces de sécurité à maintenir et garantir l’Ordre, la Sécurité et la Paix. Toutes les personnes impliquées dans ces projets funestes seront recherchées, appréhendées et répondront de leurs actes devant les tribunaux. »
