Depuis plusieurs années, le renseignement ivoirien observe avec une attention particulière, certaines activités communautaires et commerciales à Abidjan d’une minorité libanaise identifiée et soupçonnée d’être proche idéologiquement du Hezbollah, dans le but de le financer.
La diaspora libanaise est présente ici depuis plus d’un siècle. Ils contribuent activement à l’économie du pays. Tout comme nous, le Liban est multiethnique, multiconfessionnel, et les actes d’une minorité ne sauraient entachés leur intégration. Qu’est donc le Hezbollah ?
Dans Abidjan, plus particulièrement Adjamé, Treichville et Abobo, les autorités ont détecté des mouvements financiers suspects provenant de cercles communautaires restreints issus de la diaspora libanaise chiite, sous couvert de solidarité ou d’aides humanitaires.
Ces fonds seraient en partis réorientés vers l’étranger par des circuits parallèles via l’hawala (méthode de transfert de fonds reposant sur la confiance entre individus, sans mouvement d’argent et sans écriture), des sociétés écrans ou des entreprises de commerce international.
Difficiles à tracer, la Cellule Nationale de Traitement des Informations Financières (CENTIF), en étroite collaboration avec la Direction de la Surveillance du Territoire sont mobilisées pour mener l’enquête grâce à leurs moyens et compétences particulières.
Une coopération internationale a lieu entre les services ivoiriens et des services étrangers pour identifier les suspects et tracer les flux financiers. En mai dernier, des membres du FBI s’étaient déplacés à Abidjan, suite à un renseignement des services marocains.

Abidjan opte pour une stratégie de prudence et de discrétion, avec des surveillances ciblées, et une coopération plus prononcée avec ses partenaires régionaux, qui sont eux aussi victimes de ces activités criminelles qui grèvent nos économies.
Abidjan est sous surveillance renforcée par le Groupe d’Action Financière (GAFI) en raison de quelques lacunes. En lien avec le Groupe Intergouvernemental d’Action contre le Blanchiment d’Argent en Afrique de l’Ouest (GIABA), le pays veut renforcer son dispositif de lutte contre le blanchiment de capitaux et le financement du terrorisme (LBC/FT)
Notre pays n’est pas seul dans son combat, tant pour lutter contre des financements d’activités terroristes que pour faire respecter sa souveraineté. Dans un contexte de menaces transnationales, nos autorités restent vigilantes. Mais quelle que soit la nationalité des personnes que nous accueillons, la Côte d’Ivoire est et restera une excellente terre d’hospitalité !
