En 2020, dans un contexte de pandémie mondiale liée au Covid-19, l’économie africaine a connu une décroissance sans précédent au regard des statistiques depuis plus d’un demi-siècle. Le PIB de l’économie réelle est tombé à 2,1% en 2020. Fort heureusement, les prévisions pour cette année 2022 sont bien meilleures ; « Le PIB à l’échelle du continent a d’ores et déjà dépassé son rythme de progression d’avant crise (+3,8 % en 2021 contre +3,2% en 2019) », a révélé Monsieur Christian Yoka, le Directeur du département Afrique de l’Agence Française de Développement, AFD. Mais cela ne raconte qu’une partie de l’histoire…
Après cette terrible récession, l’Afrique devrait pouvoir se relever, notamment grâce à la levée des restrictions dues au covid-19, à l’ouverture des frontières et la libre circulation des biens et des personnes, ainsi qu’à l’augmentation des prix des matières premières.
Toutefois, malgré ces nombreuses difficultés et selon plusieurs économistes, l’année 2022 pourrait être l’année de la reprise économique pour l’Afrique. ainsi, des économies qui dépendent des ressources naturelles comme le Nigeria, le Gabon et l’Angola pour leur pétrole, la Zambie pour le cuivre, et le Ghana pour l’or, pourront « aider à relever le défi économique actuel et à redresser l’économie », estime l’économiste ghanéen Courage Martey.
D’une crise à l’autre…
Cette prévision est vraisemblable à condition que la guerre en Ukraine ne vienne pas stopper net les ambitions du continent africain dans sa stratégie de reprise économique. J’alerte ainsi sur le fait que la guerre en Ukraine porte en elle, les germes d’une crise systémique bien plus violente et plus grave que la crise pandémique . Son degré de déflagration internationale et ses répercussions multiples constituent un risque majeur pour le continent africain avec notamment la hausse des prix des matières premières liées, précisément à l’alimentation. Cette crise nouvelle menace d’avoir de dramatiques conséquences en matière d’approvisionnement en produits agricoles de bases comme le blé, du maïs, du tournesol…
C’est d’autant plus regrettable que nous avons connu de véritables avancées âprement acquises dans la réduction de la pauvreté et de malnutrition en Afrique.
Vers une économie résiliente VS une économie de rente?
En ces temps d’incertitudes et de fluctuations géopolitiques, relevons combien les pays d’Afrique ont prouvé leur capacité d’adaptation et de résilience lors de ces deux années de pandémie mondiale. Une crise sanitaire qui perdure encore aujourd’hui avec ses nombreux variants et sous-variants. Face aux nombreuses difficultés rencontrées, les dirigeants et les forces vives africaines qu’elles soient publiques ou privées ont tout mis en œuvre pour renforcer leurs économies et protéger leurs populations.
Il est important de considérer aussi que tous les pays d’Afrique n’ont pas été touchés par la crise économique causée par la pandémie de la même façon. Certains se sont mieux sortis que d’autres, en fonction de leurs ressources, des aides déployées par l’État et évidemment de leur niveau des restrictions sanitaires.
Le récent conflit en Ukraine, constitue simultanément un nouveau défi. Les équilibres mondiaux s’en trouvent bouleversés tant au niveau énergétique qu’au niveau alimentaire.
C’est pourquoi, nos économies doivent maintenir le cap de la résilience avec comme priorité une autonomie alimentaire et une plus grande solidarité intra-africaine en matière de produits agricoles essentiels notamment en ce qui concerne le blé, les céréales et les oléagineux.
Je considère qu’il faut en priorité encourager le commerce et la production intérieure en l’Afrique. Est-ce que l’instauration d’une zone de libre-échange en Afrique serait la réponse à la reprise économique ?
De fait, le projet de marché unique du continent africain, la ZLECAf (zone de libre-échange continentale africaine) finalement mise en place en janvier 2021 doit être rendue opérationnelle pour enfin profiter réellement aux états africains. Dans le cadre de l’accord, les pays membres se sont notamment engagés à éliminer progressivement 90% des lignes tarifaires au cours des cinq à dix prochaines années ce qui permettrait un boost considérable du commerce africain.
Nul doute qu’en cette période de pandémie et de fortes incertitudes géopolitiques, une économie africaine plus solidaire saura se montrer une fois de plus résiliente.
Par ailleurs, et ce n’est un secret pour personne, l’Afrique, cette civilisation écologique, regorge de ressources naturelles, notamment en ressources minières et en énergies fossiles. Mais ne perdons pas à l’esprit que notre continent dispose également d’un potentiel très prometteur en développement durable en particulier en ce qui concerne les énergies renouvelables ; le solaire, le vent l’hydraulique, etc…
Face à la nécessité d’agir pour surmonter et maîtriser ces nouveaux défis géopolitiques, sanitaires… nous devons construire en Afrique, en priorité une économie basée sur la résilience au service de l’humain et du vivant. C’est en ayant à l’esprit, précisément les enjeux de lutte contre le réchauffement climatique et les défis de la transition écologique pour notre continent que nous serons construire une économie plus durable, plus équitable, loin des soubresauts des incertitudes géopolitiques internationales.
